Request for Expression of Interest For Selection of Individuals REDD+ Readiness Preparation Grant

 

The Government of Islamic Republic of Pakistan, represented by the Ministry of Climate Change has received a grant to promote REDD+ (Reducing Emissions from deforestation and forest degradation) program for preservation of forests, carbon sequestration and carbon credit generation. The World Bank as the delivery partner to Forest Carbon Partnership Facility (FCPF) is assisting Pakistan with financial and technical support focused on reducing emissions from deforestation and forest degradation, forest conservation, the sustainable management of forests, and the enhancement of forest carbon stocks. During the Preparation phase the Ministry of Climate Change intends to apply part of the funds to cover eligible payments for hiring services of qualified individuals in various specialized areas of Project 

 

The Federal Ministry of Climate Change invites eligible individuals to indicate their interest in providing contractual services. Interested candidates must provide detailed CVs indicating that they are qualified to perform the services.

 

  1. NATIONAL FOREST INVENTORY (NFI) EXPERT (One Position)

Duties and Responsibilities

The NFI Expert is responsible to ensure the successful field operations of the project by providing forest inventory related technical support to the Project Management Unit (PMU) staff members and short and long-term consultants. The NFI Expert will support and undertake activities leading to the development of validated transparent National Forest Inventory providing accurate information on the dynamics of emission factors to meet the needs of both the national and international reporting requirements of REDD+. Contribute in designing a NFI methodology and carry out and support carbon stock/ biomass assessment in different forest types of Pakistan for generation of Emission factors and development of carbon base maps. Develop site specific allometric equations where such equations are unavailable, that are consistent and harmonized. Facilitate in developing Forest Reference Emission Levels and/or Forest Reference Levels and National Forest Monitoring Systems.

Qualification & Experience:

The NFI Expert should have relevant degrees in Natural Resource Management preferably from HEC recognized institution or Master’s Degree in Forestry and has at least 10 years working experience in forest inventory, with experience in forest data collection and management in various forest types; biomass estimation; forest carbon stock and fluxes assessment, use of allometric estimations; and yield estimation.

 

B.    GIS/MEASUREMENT, REPORTING AND VERIFICATION (MRV) EXPERT (One Position)

Duties and Responsibilities

GIS/MRV Expert will be responsible to support and undertake activities leading to the development of a robust transparent National Forest monitoring and reporting system to meet the needs of both the national and international reporting requirements of REDD+. The GIS/MRV expert will be responsible to assist in the selection & procurement of equipment for the M&MRV components at the National REDD+ office and in the establishment and operationalizing of different M&MRV units.

Qualification & Experience:

Degree in Geographic Information System or relevant field in MIS. Knowledge and experience of advanced monitoring tools like Lidar and drone technology for Natural resource assessment will be an asset. Minimum 5 Years of relevant professional experience in Remote Sensing/GIS/Forestry; experience in MRV/NFMS development process will be an added advantage.

 

C.    ACCOUNTS MANAGER (One Position)

Duties and Responsibilities

The Accounts Manager is responsible for overall administration of all the financial functions of the project. In this capacity he/she will administer the preparation of annual budgets, cash plans and various financial reports, get audit of annual accounts and supervise the grant withdrawal and disbursement functions and look after accounting operations.  

Qualification & Experience:

The Accounts Manager should MBA/ACCA/ACMA or have Master’s Degree in Accounting and Finance or equivalent with 5 years of experience in financial management. Experience of handling donor funded projects, financial management is preferred.

 

 

  1. PROCUREMENT SPECIALIST (One Position)

Duties and Responsibilities:

The Procurement Specialist is responsible for the overall procurement activities of REDD+ R-PP in Pakistan. The incumbent will serve as the focal point for all procurement matters under the project, and will provide comprehensive procurement support including procurement planning and monitoring, preparation of bidding documents, evaluation of bids, and preparation of contracts and overall guidance to all implementing agencies in complying with agreed procurement procedures. He/she will work in close liaison with relevant compliance with the World Bank guidelines/rules.

Qualifications and Experience:

Degree in Engineering/Finance /Accounting/Management and other any procurement related qualification. He/she should have at least 5 years of experience in the field of procurement at the national level or with International Organizations / Donor assisted projects. Prior experience of working in World Bank sponsored projects will be preferred. Should have substantive knowledge of procurement policies, processes and procedures and extensive experience in their application for the procurement of a wide range of goods and services. The candidate should have proven ability to work in a collaborative, team environment, fluency in English both written and oral, with good IT, computer and report writing skills.

 

The consultant will be selected in accordance with the procedures set out in the World Bank’s Guidelines: Selection and Employment of Consultants by World Bank Borrowers January 2011(Revised July 2015)

Being a party to the United Nations Framework Convention on Climate Change (UNFCCC) the Government of Pakistan (GOP) is implementing the Cancun Agreement on Policy approaches and positive incentives on issues relating to reducing emissions from deforestation and forest degradation. Pakistan initiated its efforts for necessary REDD+ preparations in 2009 with a series of sensitization, capacity building and consultation workshops. As a result of these efforts the Ministry of Climate Change (MoCC) formally started the REDD+ preparedness phase in Pakistan during 2012-13. Under this process a Readiness-Preparation Proposal (R-PP) for REDD+ is being implemented with the financial support of Forest Carbon Partnership facility (FCPF) of the World Bank.

Objectives;

Under the supervision of the National REDD+ Coordinator at the Federal Ministry of Climate Change, and working in close collaboration with the UN-REDD and FCPF technical Advisors, the GIS/MRV Expert will support and undertake activities leading to the development of a robust transparent National Forest monitoring and reporting system to meet the needs of both the national and international reporting requirements for Pakistan as a core requirementof REDD+.

Duties and responsibilities:

 

o   Assist in the selection & procurement of equipment for the M&MRV componentsat the National REDD+ office (notable Remote Sensing, GIS and Forest Inventory equipment and the installation of the GIS laboratory and online monitoring tools).

o   Provide support in the establishment and operationalizing of different M&MRV units.

o   Preparation of Curricula and Training Materials/Manualsof M&MRV following the guidance and guidelines of IPCC/UNFCCC as perthe National Circumstances; Preparation of manuals & guidelines; Oversee and collaborate with the on-line tools for MRV.

o   National and provincial level Training of Trainers (TOT)as lead resource person or assist the international trainer during the capacity building workshops (SLMS,NFI & GHG-I trainings for calculation of Activity Data (AD), emissions factors (EF)and estimation of emissions/removals etc.)

o   Conductor/and backstop studies for analysis of historic & forest related data or information into species age class structures.

o   Conduct studies on existing forest governance monitoring and information system

o   Assist in Planning and development of Multiple Benefits, Impacts, Governance and Safeguards monitoring system (MBIGS) and Safeguard Information System (SIS) in line with the NFMS

o   Coordinate the work of international and national consultants recruited to undertake MRV related work, such as studies on drivers of deforestation and forest degradation

Qualification and experience

Under this process a Readiness-Preparation Proposal (R-PP) for REDD+ is being implemented with the financial support of Forest Carbon Partnership facility (FCPF) of the World Bank.

Objectives;

Under the supervision of the National REDD+ Coordinator at the Federal Ministry of Climate Change, the Accounts Manger will be responsible to ensure implementation of the financial management arrangements agreed with the World Bank and compliance with the applicable rules and regulations.

SPECIFIC TASKS andRESPONSIBILITIES:

 

§  Support the project team in preparing annual Work Plan of the project. Prepare project’s annual Cash Plan on the basis of Work Plan.

§  Prepare annual budget estimates and revised budget estimates based on Work Plan/Cash Plan.

§  Prepare quarterly monitoring reports comparing actual expenditure against the budget. Highlight weak performing areas for attention of National REDD+ Coordinator.

§  Prepare bi-annual disbursement forecasts for all components of the R-PP in line with procurement plan and Work Plan/Cash Plan.

§  Prepare cash forecasts on bi-annual basis in coordination with the R-PP team and submit to the donor for advance and replenishment of advance.

§  Prepare and process withdrawal application in accordance with the Bank’s Disbursement Guidelines

§  Track funds and follow up with National Bank of Pakistan and the World Bank to ensure timely credit of funds into the projects’ assignment accounts.

§  Ensure compliance with internal control framework (Operations Manual, Financial Management Manual, SOPs and the Bank’s fiduciary guidelines etc.) and government rules and procedures while processing payments.

§  Apply pre-audit checks on all payments before payment from the assignment accounts including budget availability, sanction of competent authority and compliance with applicable financial rules & regulations.

§  Ensure that No Objection Letter (NOL) is obtained from the Bank for every prior review activity before processing any payment.

·         Ensure that only eligible payments are forwarded for National REDD+ Coordinator approval and drawing funds from the assignment account.

·         Advise and manage financial aspects of the contracts under implementation, including payment terms, conditions and timeliness.

·         Record all transactions timely and accurately in the books of accounts (both in Pak Rupees and US$) and ensure that no expenditure remained unaccounted.

·         Ensure up-to-date maintenance of adequate registers, books of accounts and records in appropriate order and format to meet the government and donors’ requirements and to facilitate classification and analyzing the financial information for monitoring the progress.

·         Prepare contract roaster which provides timely and up-to-date financial information of contracts.

·         Maintain the petty cash imprestand ensure maintenance of separate petty cash book and petty cash vouchers and compliance with petty cash SOPs approved by the World Bank.

·         Prepare monthly bank reconciliation statements of assignment account both in Pak Rupee and US$.

·         Reconcile the expenditure on government prescribed format with Accountant General, Pakistan Revenues on monthly basis.

·         Be the payroll manager and process monthly payroll of R-PP incremental staff.

·         Prepare and process monthly payroll and submit to REDD+ Coordinator for approval prior to making any payment under salaries.

·         Ensure that the fixed assets records are maintained, identifying location and user of each asset and arrange for the annual and periodical inventory of the assets and updating of the records.

·         Ensure safe custody of all financial records for review by Bank Missions and Auditor General of Pakistan.

·         Calculate / deduct & manage tax issues and its proper deposit as per the local requirements if applicable.

·         Prepare annual financial statements as per Cash Basis IPSAS and submit to the Auditors within two months of the close of the financial year.

·         Prepare periodic financial reports specified under the under Legal Agreement or recommended by the World Bank

·         Ensure that all government financial reporting requirements are complied with.

·         Prepare Grant Disbursement Estimates (Budget and Revised) on EAD format submitted to REDD+ Coordinator for onward submission to EAD.

·         Make arrangements for timely initiation and completion audit of R-PP and ensure that report produced is in compliance with audit requirements of the Government and the Bank

·         Coordinate with World Bank, Government and other partners to improve project financial management, particularly in terms of following up the action points agreed in the project legal documents, during the World Bank supervision missions, Aide Memoires and the recommendations of external auditors and internal auditors.

·         Attend entry and exit meetings with external auditors , facilitate timely completion of audits by arranging timely submission of annual financial statement in appropriate format, supply of information and documents responding to queries, initiate actions for holding tripartite meetings and coordinating with various units of REDD+ Cell in meeting audit objections.

·         Prepare working papers on audit observations raised by external auditors and arrange to convene Departmental Accounts Committee (DAC) meeting to settle the audit observations to the extent legally and logically possible.

Under the supervision National Project Director (NPD),National REDD+ Coordinator, and Deputy Inspector General Forests (I) at the Federal Ministry of Climate Change, and working in close collaboration with the World Bank’s and FCPF technical Advisors and the Provinces, the NFI Expert will support and undertake activities leading to the development of a validated transparent National Forest Inventoryproviding accurate information on the dynamics of emission factors to meet the needs of both the national and international reporting requirements for Pakistan as a core requirement of REDD+.

Duties and responsibilities:

 

1.    Contribute in designing a NFI methodology that will draw on methodological guidance from IPCC inputs, national forest inventory methods

2.    Carry out and support carbon stock/ biomass assessment(using nested plot approach) in different forest types of Pakistanfor generation of Emission factors and development of carbon base maps.

3.    Support and test application of both forest biomass assessment methodologies “ gain-loss” and “stock - change” under specific conditions of forest status and forest resource utilization as recommended by IPCC

4.    Develop site specific allometric equationswhere such equations are unavailable, that are consistent and harmonized.Develop databases of tree/ stand volume in the form of carbon estimatesand promote mobile APPs for NFI.

5.    Assist Construction or FRLs based ecological information (e.g. site quality growth rates), management plans and other relevant sources of information.

6.    Assist in developing FRELs and/or FRLs and NFMS as composite baselines for each province, based on the prevalence of forest types in each province

7.    Periodic updation of FREL or FRL as suggested in Decision 12/CP.17 paragraph 10.

8.    Validation of GHG estimation procedures in different forest types

9.    To the extent possible make use of data and results that are the output of the ongoing Forest Inventory initiatives of the Provincial Forest Department and Pakistan Forest Institute.

10.  Review current national NFI system and assess its practicality in supporting a GHGs reporting under UNFCCC.

11.  Participate inplanning and implementation of training to the national and provincial teamsof REDD+/NFMS

Procurement SpecialistREDD+ Readiness Preparation Grant

Background and introduction:

Objectives;

Under the supervision of the National REDD+ Coordinator at the Federal Ministry of Climate Change, and working in close collaboration with the RPP team, the Procurement Specialist will support and facilitate activities leading to the smooth implementation of the REDD+ Readiness Preparation Grant

Key Responsibilities

·         Assist and advise the Project in preparation and updates of procurement plan in accordance with the World Bank Procurement Guidelines;

·         Manage and coordinate Project procurement activities including but not limited to:  preparation of  terms of references, procurement notices; customization of bidding documents act as central coordinator to respond to queries during currency of bidding; facilitate bid opening process; support bid evaluation, award and contracting; coordinate with the relevant line departments implementing Project activities;

·         Develop and implement a documentation filing system which provides transparency; proper record control; security of documentation, particularly sealed bids, which adheres to the standards and procedures outlined in the World Bank Procurement Guidelines;

·         Oversee and provide assistance to the National REDD+ Coordinator in preparing scope of work and specifications of goods and services, propose product substitutions consistent with requirements to achieve cost savings;

·         Research the market, recommend potential sources of new procurement, interview potential suppliers and contractors, propose new companies for approval by the National REDD+ Coordinator for inclusion in the registered vendors list;

·         Identify any shortcomings, initiate appropriate recommendations to the National REDD+ Coordinator for suspension and/ or exclusion of those who fail to perform satisfactorily from any further business ;

·         Oversee the verification of invoices received against goods receipts and contracted prices prior to approving the processing of such invoices for payment;

·         Review, revise, and clear purchase orders and contracts prior to forwarding them for approval by the National REDD+ Coordinator / appropriate official / forum;

·         Supervise the maintenance of relevant internal databases and files, monitor contractual agreements, direct provisioning contracts and inform users affected of contractual rights and obligations;

·         Support the government and other audits and post procurement reviews by World Bank

·         Recommend a comprehensive procurement training curriculum; conduct and coordinate courses, demonstrations and workshops, plan further advanced training as evidenced by course feedback;

·         Maintain regular liaison with World Bank’s project team;

·         Provide secretarial support to the National REDD+ Coordinator.

·         Other duties to be performed as per requirement of Project process.
