Job description and ToRs for the posts announced in the Project “Strengthening Zoological Survey of Pakistan for taking immediate inventory of endangered wildlife species and habitats across Pakistan”.The positions are entirely ‘Project Specific’ and will continue till completion of the project only, subject to satisfactory performance of the incumbent. The hiring authority may annul the contractual appointment with one month prior notice on account of unsatisfactory performance of incumbent.


1. National Project Manager


The National Project Manager (NPM) will work under the supervision of the Director, Zoological Survey of Pakistan. The NPM will be responsible for the following technical, administrative and managerial tasks:




§  Lead in implementation and management of all functions of the projectby guiding and managing surveys of important wildlife species across the country;

§  Lead and supervise the project activities by applying technical, administrative and financial procedures required by the Government of Pakistan;

§  Coordinate all project operations on day-to-day basis as per the approved work plan;

§  Establish and maintain links with other relevant programmes and stakeholders particularly with concerned federal and provincial departments;

§  Provide technical backstopping in implementation of the project activities in a manner to achieve all deliverables, outputs andoutcomes;

§  Elaborate the work plan for the entire project and ensure its effective execution particularly field research and survey activities;

§  Supervise and lead project technical and administrative staff;

§  Devise techniques and survey methodologies required to collect field data on threatened and important wild animals and training of technical staff of the project to develop inventory of endangered wildlife species;

§  Ensure submission of periodical status reports on the endangered species based on the current surveysand assessment of the habitats;

§  establish working collaboration with Provincial wildlife departments, national and international scientific institutions/NGOs

§  Provide technical guidance to the project staff and ZSP staff for implementation of project activities;

§  Ensure timely implementation of project activities within approved budget and utilization of financial resources in an efficient and transparent manner to achieve project out puts;

§  Prepare and submit Monthly, Quarterly and Annual Progress Reports to the NPD and other relevant quarters; and

§  Coordinate project activities with line ministries, provincial wildlife departments and research institutions to ensure timely completion of targets;


Eligibility criteria

§  Ph.D in Zoology/Wildlife;

§  minimum 10 years’ experience in wildlife field, particularly survey and research on mammals.


2. Database Specialist (IT)



§  Preparation of database for endangered species of wildlife;

§  Monitoring the server and all computer functions;

§  Diagnose and resolve network errors;

§  Construct, maintain and update website; 

§  Collect, collate and synthesize data to prepare profiles for each endangered wildlife species by using relevant software;

§  Coordinate and conduct the processing and analysis of data;

§  Working and coordinating with the research officer;and

§  Work under the guidance of NPM


Eligibility criteria

§  2nd class or Grade ‘C’ Master’s degree in computer sciences or equivalent from HEC recognized university.


3. Botanist (taxonomist)




§  Work under the supervision and guidance of NPM

§  Conduct floristic surveys and herbarium collection all over the country;

§  Prepare reports of surveyed flora and their habitat conditions in different geographical regions of the country describing the variable features of the habitat such as physiographic, etc;

§  Support zoologists in identification of major and macro habitat flora;

§  Guide the subordinate research workers in floral taxonomic matters;

§  Write research reports/research papers for scientific journals; and

§  Report regular progress on survey and research to the Research Officer


Eligibility criteria

§  2nd class or Grade C Master’s Degree in Botany (Taxonomy). Experience must have in plant identification (taxonomy) in the wild (nature), preservation of plant samples for Herbarium record and studies.


4. Research Officer



§  Work under the supervision and guidance of NPM;

§  Act as a focal person for gathering of all field information for reporting purposes;

§  Contribute in finalization of survey techniques/methodologies;

§  Compile and analyses filed data collected during the surveys;

§  Prepare documentation and help in preparation of animal documentaries;

§  Perform critical analyses of literature relevant to research;

§  Preserve biological samples (tissues/blood) of important wildlife species collected during the surveys;

§  Determine population status of endangered wildlife species; 

§  Help in design/prepare survey and research plans, questionnaires, data sheets;

§  Manage seminars, workshops and awareness-raising programmes,etc; and

§  Develop computer based presentations on periodic progress


Eligibility criteria

§  2nd class M.Sc or BS in Bio-Sciences or equivalent  qualification from HEC recognized University with two years experience of research in Bio-Sciences;


5. Zoologist



§  Work under the supervision and guidance of NPM

§  Conduct faunistic (wild animal species) surveys across the country as the job is purely of field  oriented nature;

§  Systematic studies on assigned groups of animals including mammals and birds;

§  Guide the subordinate field staff in their assignments/tasks;

§  Write research papers and reports that explains findings of field surveys;

§  Give presentations on findings recorded during the survey;

§  Make recommendations on wildlife and habitat issues; and

§  Report the regular progress on survey and inventory work to the Research Officer


Eligibility criteria

§  M. Phil or 2nd class or Grade C Master’s Degree in Zoology;



6. Assistant Zoologist




§  Work under the supervision and guidance of Zoologist

§  Assist in field surveys of animal ecology, biology and zoogeographic patterns;

§  Work as a team member for studies on flagship wildlife species;

§  Assist zoologist in report writing and other duties assigned to him


Eligibility criteria

§  2nd class B.Sc with Zoology;  


7. Field Assistants



§  Assist the survey teams during the field research;

§  Look after the technical equipment and make availability of research equipment to researchers during the survey.

§  Matric with Science


8. Accountant




§  Prepare budget forecasts and estimates in coordination with NPM for annual and quarterly budget requirements;

§  Develop and process requests for advances to the field staff and ensure settlement of all advances in accordance with defined procedures and guidelines;

§  Prepare and process tender documents, invite bids from open market, prepare comparative statements and ensure financial accountability  in all project related procurements, etc;

§  Assist in resolving issues pertaining to payment of taxes and duties on project procurements, and transactions and initiate follow-up with agencies concerned;

§  Assist in preparation of payments requests/travel claims with the supporting documentation for payment;

§  Handle all financial matters of the field surveys, meetings, and trainings organized under the project;

§  Act as focal person for project audit for GoP funds;

§  Prepare and maintain ledger for monitoring financial commitments, monthly financial statements, non-expendable property ledger;

§  Prepare budget estimates and reconciles the accounts of the project with AGPR;

§  Correspondence about accounts matters of the project with the Ministry, DFA, Planning Division and AGPR;

§  preparation of TA/DA and other expenditure bills;

§  Submission of bills in the AGPR;

§  prepare, examine, and analyze accounting records and

§  Report to management regarding the finances of the project


Eligibility criteria

§  2nd class B.Com with computer proficiency;


9. Drivers




§  Driving and maintenance of 4X4 vehicles of the project;

§  Work under the guidance of designated Transport Officer, and during the surveys will work on the guidance of team leader

§  Temperament to work with project survey teams in remote areas of the country
