International Cooperation Wing (IC Wing)

In order to streamline and improve coordination with international agencies on environment and climate change related issues, International Cooperation (IC) Wing was established in April, 2005. The main objectives of the Wing are as under:-

 

  • To streamline and improve coordination with international environmental agencies on climate change and environmental issues
  • To represent Pakistan at international fora with respect to the signed Conventions and Protocols
  • To facilitate compliance with international obligations.
  • To attract international support for addressing the climate change/environmental related issues/initiatives in Pakistan.

 

The Wing is headed by Joint Secretary (IC), which deals with the following subjects: -

 

  • Basel Convention on the control of trans-boundary movements of hazardous wastes and their disposal
  • Stockholm Convention on Persistent Organic Pollutants.
  • Rotterdam Convention on the prior informed consent procedure for certain hazardous chemicals and pesticides in international trade.
  • Vienna Convention for the protection of ozone layer
  • Montreal Protocol on the substances that deplete the ozone layer.
  • Minamata Convention on Mercury 
  • Memorandum of Understanding (MOUs) / Bilateral and Multilateral Cooperation including NDMA.
  • Joint Ministerial Commissions (JMCs).
  • European Union’s Generalized System of Preferences (GSP) Plus Scheme with respect to environment related Conventions/Protocols.

Projects of IC Wing:

1.         International Cooperation Wing, Ministry of Climate Change is implementing a project titled “Environmentally Sound Management of Waste from Ship Recycling in Pakistan” with the Secretariat of Basel, Rotterdam and Stockholm Conventions, Geneva, Switzerland. The objective of this project is to focus on the development of inventories of hazardous waste and downstream hazardous waste management capacity in Pakistan particularly hazardous waste assessment studies, development of business cases/plans to assist government and industry to establish the requisite infrastructure. 

 2.         International Cooperation Wing, Ministry of Climate Change is implementing a project titled “Review and Update of the National Implementation Plan for the Stockholm Convention on Persistent Organic Pollutants (POPs) in Pakistan” with the United Nations Environment Programme (UNEP). This project is funded by Global Environment Facility (GEF) and will close in March, 2017. The main objectives of this project are as under:-

 

             i.    Review, assessment and updating of National Implementation Plan (NIP) and Action Plan

            ii.    Updating of new POPs in the National Implementation Plan

            iii.   Assessment of National Implications of new POPs

 

3.         International Cooperation Wing, Ministry of Climate Change is implementing a project titled “Development of Minamata Initial Assessment in Pakistan” with the United Nations Environment Programme (UNEP).  The main objectives of this project are as under:-

 

            i.    Strengthening the baselines on mercury management.

            ii.   Development of national mercury inventories.

 

      iii.  Piloting of sectoral action plans as a follow up of prioritization, including indicative sampling.

             v.    Development of national mercury management plans and regional approach.
